Les deux Etats de la péninsule ibérique risquent de se voir couper l’accès aux fonds structurels européens. Un signe de plus que l’UE s’oublie, obnubilée par des règles budgétaires que nul ne parvient plus à respecter. Et qui risquent de sacrifier les populations du Sud.

Tandis que la croissance et l’investissement sont en berne en Europe, l’Espagne et le Portugal s’apprêtent à se voir couper l’accès aux fonds structurels européens, ces fonds dédiés au financement des projets partout dans les territoires des pays de l’Union.

L’Europe s’oublie. Dans son fonctionnement nombriliste, éprise de règles budgétaires que personne n’est en mesure de justifier, elle oublie les raisons mêmes pour lesquelles une «gouvernance» économique européenne devrait être mise en œuvre. La prospérité économique des Etats et le bien-être de leurs populations semblent avoir complètement disparu de son radar.

Dernier exemple en date, cette punition de l’Espagne et du Portugal. Les deux Etats n’ont pas suffisamment réduit leur déficit public comme le préconisent les règles européennes. Au regard de l’application toujours incompréhensible de celles-ci, la Commission et l’Eurogroupe de Jeroen Dijsselbloem ont apparemment décidé qu’il fallait faire un exemple. Le critère pour déterminer la bonne volonté des deux Etats est une notion floue qui ne devrait pas avoir sa place dans du droit écrit : c’est celle d’«effective action». En français, on la traduit par «action suivie d’effet». Dans la novlangue bruxelloise, cela signifie peu ou prou que vous n’avez pas pris les «mesures nécessaires» pour réduire votre déficit.

Peu importe alors à la Commission que le Portugal sorte à peine d’un plan d’austérité de plusieurs années qui a ravagé les conditions de vie des Portugais – dont le revenu moyen par tête est maintenandessin-libet inférieur de 23 % à la moyenne des 28 pays de l’Union ! Que l’Espagne traverse une crise politique et institutionnelle sans précédent, sans gouvernement légitime depuis près d’un an, ne semble pas retenir non plus la Commission et l’Eurogroupe dans leurs décisions.

Voilà deux pays qui ont un besoin vital de marges de manœuvre et que l’on devrait mettre dans les meilleures conditions pour relancer leurs investissements et leur consommation. Mais à la raison des gens, les institutions européennes préfèrent leur propre raison d’être : le droit qui les a créées. Même quand celui-ci est manifestement contraire à l’intérêt des citoyens européens.

Car l’Europe dans son ensemble ne peut pas se permettre d’ajouter à la situation de la Grèce la perspective d’une austérité renouvelée en Espagne et au Portugal. A tout point de vue, économique, financier, social et politique, supprimer les fonds européens dans une logique de sanction aux deux pays de la péninsule ibérique constituerait une erreur grave. D’abord, cela inverserait complètement la logique des fonds en question : les «fonds structurels» sont le bras armé de la politique commune de cohésion censée aider à la convergence entre les économies. Ensuite on voit mal comment supprimer cet outil de financement capital pour les projets des entreprises, des communes et des régions, aiderait à relancer l’investissement… Enfin on assisterait encore à ce spectacle affligeant où les institutions européennes enverraient d’elles-mêmes un message négatif aux marchés financiers sur l’un de leurs membres. En pareil cas, comme d’habitude, la logique délétère des problèmes de financement s’enclenche et le Portugal, à qui l’on reproche presque ouvertement d’avoir élu un gouvernement de gauche, devra demander un nouveau prêt contre un plan d’austérité piloté par la troïka ; tandis que dans les deux pays la consommation et l’investissement seront anesthésiés et les inégalités renforcées.

Voilà le résultat, déjà observable en Grèce, de ce que le sabir technocratique européen appelle la «macro-conditionnalité». La traduction en langage commun de ce principe, c’est le proverbe «on ne prête qu’aux riches». Comme pour les entreprises : les PME et les entreprises de taille intermédiaire nationales qui auraient le plus besoin d’accès au crédit bancaire sont celles à qui les banques prêtent le moins. L’UE n’est pas loin de se comporter comme une banque puisque ce sont les Etats qui ont le plus besoin de dispositifs européens qui ont l’accès le plus restreint à ces outils.

Et les commissaires Jyrki Katainen et Corina Cretu, devant le Parlement européen, ont le culot d’appeler cela une «incitation». On voit pourtant mal la différence avec un employeur qui pourrait décider d’une retenue sur le salaire d’un employé – par mesure d’incitation !

La bataille pour l’Espagne et le Portugalregles-budgetaires est donc cruciale. Et contrairement aux préjugés faciles, ce n’est pas par réflexe méditerranéen. La guerre économique froide qui s’installe en Europe et la divise – très médiatiquement – en Europe du Sud versus Europe du Nord et Mitteleuropa, ces regroupements ne sont pas la cause ou l’origine des divisions politiques observables, mais certainement un symptôme, une conséquence du fonctionnement de l’UE et de ses institutions. C’est parce que l’Europe fonctionne autour de son plus petit dénominateur commun, ses règles financières (d’ailleurs décidées hors des traités fondateurs), qu’elle se divise en deux, entre ceux qui accumulent l’épargne et sont prêts à sacrifier leurs infrastructures, le pouvoir d’achat de leurs citoyens, et ceux pour qui épargner davantage serait un suicide économique, parce que la consommation soutient leur économie et les exportations des voisins.

Il y a bel et bien un déni de réalité dans ces règles qu’on regroupe sous le nom de «semestre européen». Un déni de ces millions de jeunes que leurs si longues périodes d’inactivité risquent de rendre inemployables. Un déni de la déflation latente, qui renchérit le coût du désendettement lui-même. Un déni des inégalités, qui fait que même la croissance espagnole ne débouche sur aucune amélioration de la situation des ménages et des PME.

Alors soutenons le Portugal, soutenons l’Espagne. La morale d’un droit inventé de toutes pièces et qui a perdu sa légitimité démocratique n’a pas sa place lorsque l’on considère l’avenir d’un pays.
